Best Settings for flv/f4v files?

Hello, all.

 

I am rendering movie files to play in flash CS5 using Adobe Media Encoder CS5. During playback in both Adobe Media Player and Flash, some of my movies look crisp; others look pixelated. Originally, all pieces are of the same size and all of them are rendered to the same smaller size.

 

I have used the H.264 codec and have switched between both the flv and f4v settings (highest quality). I always check "Max Render Quality" and have rendered with "Frame Blending" checked on and another time checked off. No difference.

 

Has anyone come across this problem? Is there one setting that I'm overlooking that produces a crisp, clean-looking spot regardless of size?
