FMLE vs AME

Hi.

Is the freely downloadable FMLE:

http://www.adobe.com/products/flashmediaserver/flashmediaencoder/

the same as the Adobe Media Encoder (AME) that comes with Flash CS4, Premiere Pro and After Effects?

Can't seem to find any difinitive info. Closest I can find is here:

where a guy (not from Adobe) claims:

Anybody know the real deal?

And can somebody provide me with a link (somewhere on the Adobe site) to a source where I can confirm this info?

If they are not the same, can somebody provide a brief explanation of the diffs between the two encoders?

I found a download for an update (to AME v4.01) here:

.. but not for the original AME encoder.

I want to encode files that can be played with any current Flash player, and where I don't have to spend $4,500 on the FMLE server product.
