Stream at one bitrate, but record to file at another?

I'm trying to use FMLE to stream to ustream (which works great), but due to our bandwidth limitations on our uploads, we can only do a limited bitrate for uploads. However, we'd like to have a local file at a better quality. How would i go about encoding the stream at one rate, and the file at another?
