FMLE on unreliable network

I've been able to succesfully register a stream and get it launch as a service using the CLI and windows task scheduler.  However, my current issue is, the pc the encoder is on isn't on a reliable network and if the stream can't connect to the server then fmlecmd.exe doesn't run after fmlelauncher.exe tells it to.

I've found the settings in the profile.xml to add reconnect and restart for automated use, but if the profile isn't ever loaded, those do me little good.  I was thinking about adding a trigger in the task scheduler to the fmlelauncher.exe task to have it retry on a failed event message from fmlecmd.exe, but I couldn't find such an event being logged in the event viewer.  Has anyone had any success in such a situation?

Basically I need:

FMLE to run on startup

Reliable reconnect on network fail

Reliable connect when network service resumes.

Power isn't reliable

Network isn't reliable
